Prerequisite
You are the network operator of a public energy supply network located in Baden-Württemberg.
Procedure
As an operator of public energy supply networks, you are required to re-designate the basic suppliers for your networks – separately for electricity and gas – on 1 July 2027 for the next three calendar years (2028 to 2030).
Furthermore, you must publish this information online by 30 September 2027 at the latest and notify the competent authority under state law, the Baden-Württemberg Ministry for the Environment, Climate and Energy (UM BW), in writing.

Please note the following definitions from the Energy Industry Act (EnWG):
A basic supplier is the energy supply company that supplies the majority of household customers in a general supply network area (Section 36(2), first sentence, EnWG).
The basic supply obligation is the obligation of the basic supplier, in general supply network areas, to publish the General Terms and Conditions and General Prices for the supply of household customers at low voltage or low pressure and to supply every household customer on these terms (Section 36(1) EnWG).
The decisive factor is not the number of connections or meters, but the number of customers. Whether these customers are supplied under a basic supply contract or a special contract is irrelevant; all household customers falling within the legal definition must be taken into account for the purposes of this determination.
Household customers are, in accordance with Section 3(22) of the Energy Act (EnWG)
- final consumers who purchase energy predominantly for their own domestic consumption
and
- end users who purchase energy for an annual own consumption of no more than 10,000 kilowatt-hours for professional, agricultural or commercial purposes.
Note: A general supply network area is defined by the territory covered by the respective local authority’s concession agreement. If networks are operated within a local authority on the basis of several concession agreements, the network operator shall list the basic suppliers for the individual concession areas in its notification.
