Housing subsidy - apply for a subsidy for owner-occupied residential property
Private individuals can receive a subsidy under the current state housing subsidy programme. This applies to
- New construction or acquisition of new owner-occupied housing,
- Modification and extension measures to create owner-occupied housing,
- Acquisition of existing housing (second-hand purchase) for owner-occupation, including modernisation measures close to owner-occupation,
- age-appropriate conversion of owner-occupied housing (independent so-called "adaptation funding"; also possible as additional funding),
- Supplementary funding for children subsequently added to the household (addition to the family)
Additional funding is possible in particular for
- from the achievement of a so-called energy-saving house
- Creation of barrier-free access to owner-occupied living space
- structural measures due to severe disability and special housing needs or age-appropriate conversion of owner-occupied housing.
Funding is provided in the form of subsidised loans and grants.
The subsidised housing is tied for a certain period of time for owner-occupation in favour of households with lower incomes.

Prerequisite
- The following can be funded
- Married couples, civil partners within the meaning of the Civil Partnership Act, long-term cohabiting couples and single parents with at least one child living in the household, as well as
- severely disabled people with special housing needs. Severe disability is determined in accordance with the German Social Security Code, according to which a degree of disability of at least 50 is required. The specialhousing needs in terms of floor plan or furnishings must result from the severe disability.
- Childless couples and single people who wish to have children have the opportunity to receive additional funding if a child is added to the household at a later date.
- The total annual income must not exceed the relevant income limit for your household.
- Your household must not already have adequate housing of its own.
- The requirements of the New Construction Standard Plus must be met for the subsidisation of new construction measures and the subsidisation of new purchases.
- In the case of subsidised alteration and extension measures, you must ensure that the building components used meet the requirements of the Building Energy Act (GEG) (e.g. the guidelines on the U-value).
- A personal contribution is required. The personal contribution amounts to at least 25 per cent of the total costs of the eligible project. If the loan is secured by first-ranking collateral, the personal contribution must amount to at least 15 per cent of the total costs.
Procedure
You can submit an application via the L-Bank funding portal (Z15 Online Application | L-Bank).
The responsible office (Housing Promotion Agency) will check your application in the portal for completeness and eligibility for funding. Complete and eligible applications will be forwarded to L-Bank for further processing. You can also obtain further information and advice on your specific project from the relevant office.
L-Bank will help you on 0800/150-3030 (free of charge from the German landline network or with a German mobile phone network and provider; Mon. - Fri. 8.00 am to 4.30 pm), especially with financing questions.
Please note: A premature start to the project will result in the funding being rejected. You can start the project at your own risk once you have received confirmation of receipt of the complete, verifiable and signed application from the responsible office (housing subsidy office).
Deadlines
There is generally no application deadline.

Costs
As a rule, there are no costs for counselling and applications.
Miscellaneous
You have no legal entitlement to funding. A legal entitlement can only be established by a funding commitment from the authorising body (L-Bank).
