Housing promotion - applying for modernisation funding for rental housing stock

Companies and private individuals can receive funding for the following projects under the current state housing promotion programme:

  • energy-efficient refurbishment or
  • age-appropriate conversion of rented accommodation.

There are two funding lines to choose from:

  • Socially oriented modernisation funding for rental housing stock - without justification of rent and occupancy commitments
  • Social modernisation funding for existing rental housing - with justification of rent and occupancy commitments

 

Socially oriented modernisation funding for existing rental housing - without justification of rent and occupancy commitments

No new rent and occupancy commitments are established in this funding line.

Funding is provided in the form of loans and, in some cases, grants. The loans are subsidised for a limited period of time.

The subsidised housing must be available as rental housing for a certain period of time; during this time, rent increases due to modernisation are also restricted.

The above-mentioned projects are subsidised with the establishment of rent and occupancy commitments in the rental housing stock.

Funding is provided exclusively in the form of grants.

Details

Prerequisite

The main requirements for the subsidy are

  • You want to renovate your rental housing stock in Baden-Württemberg to make it more energy-efficient or barrier-free
  • The measures you are planning fulfil the requirements of the Building Energy Act (GEG) or the corresponding DIN standard
  • The necessary EU state aid regulations (ban on overcompensation) are complied with

Your rental housing is currently or has already been subsidised by the state in the past by means of housing construction subsidies or housing subsidies.

If the housing is already rented out, funding can only be provided if the tenant household could be granted a certificate of eligibility for housing at the time the commitment is established.

  • You must apply for the subsidy from L-Bank. You can obtain the application forms via the portal of the Landeskreditbank Baden-Württemberg - Förderbank (L-Bank).
  • You can also obtain further information and advice on your specific project from L-Bank by calling 0721/150-3875 or sending an e-mail to mietwohnungsbau@l-bank.de.

 

Social modernisation funding for rental housing stock - with justification of rent and occupancy commitments

  • You must apply for the subsidy from the relevant housing subsidy office. You can obtain the application forms there or via the portal of the Landeskreditbank Baden-Württemberg - Förderbank (L-Bank). Complete and eligible applications will be forwarded to the L-Bank for further processing.
  • You can also obtain further information and advice on your specific project from the relevant office. L-Bank can also help you with financing questions by calling 0721/150-3875 or sending an e-mail to mietwohnungsbau@l-bank.de.

 

Please note: As a rule, you may not start the project until you have received written confirmation of funding from L-Bank. A premature start to the project will result in the funding being rejected. You can start the project at your own risk once the responsible office has confirmed receipt of the complete, verifiable and signed application.

Deadlines

There is generally no application deadline.

Required documents

You must enclose some documents with the application. Information on the required documents can be found in the application form on the L-Bank homepage, for example, or can be obtained from the responsible office.

Costs

As a rule, there are no costs for counselling and applications.

Miscellaneous

You have no legal entitlement to funding. A legal entitlement can only be established by a funding commitment from the authorising body (L-Bank).
