Corporate and Public Sector Mobility Management – Applying for Funding

The ‘Corporate and Public Sector Mobility Management’ (B²MM) funding programme is aimed at employers based in Baden-Württemberg. The aim of the programme is to reduce journeys to and from company or public sector premises, or to shift them to more sustainable modes of transport.

With the help of project funding, analyses can initially be carried out and mobility management concepts and measures developed. In a second stage, funding can be provided for capital expenditure measures necessary for the implementation of the mobility concepts.

The exact eligibility criteria and funding rates can be found in the funding guidelines for the programme, which are available on the programme’s website.

Prerequisite

The following requirements, amongst others, must be met:

  • The overall funding and the operational viability of the project and the organisation must be guaranteed. The ongoing costs must appear to be sustainable in the long term.
  • The same project must not be receiving funding from any other body.
  • The project must not have started yet, nor must any contracts have been awarded.
  • The total eligible costs must not exceed 1 million euros; the grant must amount to at least 5,000 euros (de minimis threshold).

In addition, when applying for investment funding, a comprehensive overall concept for a mobility management project must be submitted. At least one staff survey should have been carried out, from which the modal split has been determined and potential for investment measures can be identified. Ideally, a home-workplace analysis or an accessibility analysis should also be available. The overall concept should define the areas requiring action and quantified targets for mobility management, as well as identify the potential for traffic avoidance or modal shift for the respective measures.

In addition, the provisions of the funding guidelines and the eligibility criteria for grants set out in the administrative regulation relating to Section 44 of the State Budget Regulations (LHO) apply.
