Housing promotion - applying for funding for municipal social rented housing

Local authorities can receive special funding for the following projects:

  • New construction or acquisition of new rental housing,
  • Modification and extension measures to create rental housing,
  • Establishment of rent and occupancy commitments in rental housing stock.

Additional funding is possible in particular for

  • from the achievement of a so-called energy-saving house,
  • Creation of barrier-free accessibility or age-appropriate conversion of rented accommodation,
  • additional measures to design the living environment and to stabilise and maintain neighbourhood structures.

Funding is provided in the form of loans and grants. The interest rates on the loans are subsidised for a limited period.

The subsidised rental housing is tied for a period of either 30 or 40 years in favour of households generally entitled to housing (occupancy commitment).

Tenants are only considered to be households entitled to housing if they have a certificate of eligibility.

Exclusive or prioritised letting of generally tied rental flats to certain groups of people, such as citizens of the respective municipality, is excluded.

The subsidised housing must be let to the tenants for a reduced basic rent compared to the respective local comparative rent during the commitment period (rent commitment).

In all other respects, the above applies to the general social subsidised rental housing.

Responsible department

  • in rural districts: the housing promotion office in the district administration office
  • in urban districts: the housing promotion office in the mayor's office of the place of construction

Details

Prerequisite

The main requirements for funding are

  • Eligibility to apply: only municipalities or municipally owned companies
    Important: districts require the consent of the respective local municipality
  • not eligible to apply: municipal housing (construction) companies
  • You must submit a complete and verifiable application
  • The size of the flat must be appropriate.
  • You must make an appropriate personal contribution in the form of equity capital.
  • The New Building Standard Plus requirement must be met for the subsidisation of new construction measures and the subsidisation of new acquisitions as well as the subsidisation of the establishment of rent and occupancy commitments for new flats in the rental housing stock.
  • In the case of subsidised alteration and extension measures, you must ensure that the building components used meet the requirements of the Building Energy Act (GEG) (e.g. the guidelines on the U-value).
  • The local authorities are obliged to retain ownership of the subsidised rental accommodation for at least 40 years (if a commitment period of 30 years is selected) or 50 years (if a commitment period of 40 years is selected) from completion of construction. The obligation is included in the subsidy commitment.

Procedure

You must apply for the subsidy at the responsible housing subsidy office. You can obtain the application forms there or via the portal of the Landeskreditbank Baden-Württemberg - Förderbank (L-Bank). Complete and eligible applications will be forwarded to the L-Bank for further processing.

Please note: As a rule, you may not start the project until you have received written confirmation of funding from L-Bank. A premature start to the project will result in the funding being rejected. You can start the project at your own risk once you have received confirmation of receipt of the complete, verifiable and signed application from the relevant housing subsidy office.

Deadlines

There is generally no application deadline.

Required documents

You must enclose some documents with the application. Information on the required documents can be found in the application form on the L-Bank website, for example, or can be obtained from the relevant office.

Costs

As a rule, there are no costs for counselling and applications.

Miscellaneous

You have no legal entitlement to funding. A legal entitlement can only be established by a funding commitment from the authorising body (L-Bank).
