Notification procedure
Projects that lie within the scope of a qualified or project-related development plan that became legally binding after 29 June 1961 and outside the scope of a change ban and do not contradict the provisions of the development plan can be notified to the building authority using the notification procedure.
The notification procedure can be carried out for the following projects:
- Residential buildings,
- detached agricultural or forestry buildings (building class 1)
- other buildings with a height of up to 7 metres (building class 3), with the exception of restaurants
- other structures that are not buildings
- Outbuildings and ancillary facilities for the aforementioned projects, such as garages
This does not apply to projects that do not require authorisation and special buildings (Section 38 of the State Building Code for Baden-Württemberg (LBO)).
The building owner can apply for a building permit procedure to be carried out instead of the notification procedure. For residential buildings in building classes 1 to 4 and their outbuildings, only the simplified planning permission procedure is available as an additional procedure.
In the case of demolition, if it is not already exempt from the procedure, only the notification procedure is carried out.
The required building documents are submitted electronically by the client to the responsible building authority via the online service provided by the authority (usually via the Virtual Building Authority).
The building authority checks within five working days whether the building documents are complete, whether the development of the project is secured, whether there is an obstructive building obligation and whether the project is within the scope of a development statute, a conservation statute or a redevelopment area. If this does not result in any restrictions under building law, the building authority will notify the date of complete receipt. Otherwise, it will inform the building owner which restrictions exist and must be rectified.
The building owner is responsible for having the structural evidence checked by an expert before construction begins. He must also have the floor plan and height of buildings on the building site determined by an expert. And he must submit technical information on firing systems and stationary combined heat and power plants and combustion engines in buildings to the authorised district chimney sweep.
Construction may begin two weeks after receipt of the complete building documents.

- Representation of the site drainage *
- Declaration of proof of stability
- Confirmations from the author of the design and the preparer of the site plan
- Confirmation from the client that he has assumed responsibility for the project
- Name and address of the client and the site manager, if one has been appointed *
The documents must be submitted in archivable Portable Document Format (pdf/A) via the transmission channel specified by the building authority.
